Yes, the tool is operating legally. It only accesses a public website to retrieve publicly available, non-copyrighted factual data ("yes" or "no"). It does not access any private systems, customer accounts, or confidential information.
No. The tool **does not** interact with any systems governed by our TPIA agreement. The TPIA contract covers the wholesale infrastructure for delivering internet service. Our tool uses the separate, public retail website, which is governed by a different set of public-facing rules. This activity operates outside the scope of the TPIA.
This is the key distinction. Our automated approach is against the standard Terms of Service of most public websites, which typically prohibit automated "scraping." The consequence for this is not legal action, but rather attempts by the website to block the automated traffic. We have proactively addressed this by using the proxy service, which makes our requests indistinguishable from manual user traffic.
